Dear Southor,
I told the Secretary of State of our con-
versation this morning about the Hong Kong Foreshore and
Sea Bed Forks Ordinance, and after he answered Sir John
Wardlaw-Milne's question this afternoon in the House
he asked me to write to you in the hope that you might
have time to review the provisions of the Bill before
you come to see him next Wednesday. The question which
Sir John Fardlar-Milne asked was as follows: -
"To ask the Secretary of State for the Colo ies
whether he is aware that under the proposed Hong Kong Foreshore and Sea Bed Torks Bill power is given to the government of Hong Kong to carry out recluation schemes of an extensive nature; to erect piers which would compete with the berthing, loading and discharging facilities of existing private piers;
private piers; to construct and maintain government warehouses in competition with the existing private warehouse facilities; and to institute government ferry services for vehicles and passengers, competing with existing private ferry services of this nature; and whether, in view of the fact that no public
